Position Overview

The Talent Acquisition (TA) Business Partner, Growth & Capture owns full-lifecycle recruiting for pre-award and proposal-stage hiring, partnering directly with Capture Managers and Program Managers to build contingent-hire pipelines that support active bids and proposal submissions. The role moves at the pace of the capture cycle — sourcing, screening, and securing qualified, clearance-eligible candidates on compressed timelines to strengthen the company's competitive position on new business.

Job Responsibilities and/or Success Factors

  • Partner with Capture Managers and Program Managers to translate labor categories, comp bands, and clearance requirements into strategic sourcing plans
  • Drive day-to-day strategy execution for Talent Acquisition related to Business Development and Pre-Award stages; report daily, weekly, and monthly updates to Senior Manager, Talent Acquisition and key internal stakeholders
  • Manage full-cycle recruiting — intake, sourcing, screening, interview coordination, offer negotiation, and closing — for positions tied to active and upcoming proposals
  • Build and maintain contingent-hire pipelines and candidate resume packages tied to specific bids and proposal submissions
  • Proactively anticipate capture needs and build pipelines ahead of requisitions being opened, rather than working from assigned requisitions
  • Move quickly on compressed proposal timelines while maintaining candidate quality and clearance eligibility
  • Build and maintain a qualified, cleared candidate pipeline using sourcing platforms and referrals
  • Maintain accurate, complete requisition and candidate data to support compliance recordkeeping and KPI reporting
  • Deliver a consistent, high-touch candidate experience from first contact through onboarding handoff
  • Flag at-risk requisitions to the Senior Manager, Talent Acquisition with a recommended course of action
  • Coordinate with other Talent Acquisition Business Partner(s) on shared systems, cross-track surge support, and handoffs as roles convert from proposal to active contracts
  • Represent the company at recruitment events, job fairs, and industry conferences as needed

Education and Minimum Qualifications

  • 5–8 years of full-lifecycle recruiting experience
  • Bachelor's degree
  • Strong sourcing skills across professional networking and clearance-focused sourcing platforms
  • Ability to manage a high-volume requisition load under compressed, deadline-driven timelines
  • Self-directed and comfortable operating with a high degree of autonomy — this role requires proactively engaging capture and program stakeholders to surface upcoming needs, and proactively strategizing around those needs by considering internal fills versus external hires for net new work
  • Comfortable partnering with capture/program leadership and TA leadership
  • Working familiarity with EEO/OFCCP compliance basics and the impacts to recruitment and hiring
  • Comfortable working fully remote with occasional travel for recruitment events, job fairs, and conferences

Preferred Qualifications

  • Experience recruiting in a government contracting / cleared environment (pre-award and post-award hiring)
  • Experience building robust pipelines for cleared and/or technical talent (Cyber, IT, Intel)
  • Clearance & labor-category fluency; strong understanding of the cleared-talent market and how roles map to labor categories
  • Self-direction and operating with autonomy and minimal oversight
  • Reporting and data fluency; strong background in workforce planning data and applying reports and analytics to day-to-day Talent Acquisition (data-driven approach)
  • Experience supporting proposal or capture efforts, including contingent-hire pipelines and labor-category matching
